The nub of this is what you do if you don't do this. Its like debt forgiveness. This is mostly a way of bailing out first world banks and governmants who made ill informed loans to bad people who then left others in the country to pick up the bill. The money would be much better spent on carefully placed micro-credit but since no-one will do that it is much better to write off loans than to do nothing.
It is the same with $100 laptop, sure there are probably better ways to spend the money but if the alternative is to do nothing then viva the $100 laptop.
In short it is better to do something that is fairly good than nothing totally excellent.
