It's interest how countries differ:

UK government & UK education seem to follow the old "you won't be sacked if you buy ..." rule; they buy from Microsoft or other USA "Brand Names."

Supposedly "crazy" Libya buys the OLPC system for its children.

Turkey, through its Scientific Institute, develops and distributes for free the rather nice multi-lingual Pardus Linux distribution.

Since "dabbling" with Linux, I've been impressed at the level of innovation and at the extra flexibility which its lack of restrictive licences permits.

For example, I often run Linux in a VirtualBox virtualiser. VirtualBox can support MS Windows "Guest" O/Ss but Microsoft's "activation" & WGA etc. make this hopeless.
