This is typical overkill. I and my freinds have long since discussed linking a recording device to cars equipped with onboard Electronic control systems (most newer cars) so that the blame for accidents is undeniable and thus persuade drivers to drive more carefully. Now we have a potential situation where all drivers will be monitored wherever they are. Privacy, what privacy?
The system could be so simple and installed at the time of manufacturing making it also very cheap. The recording device would 'reboot' at the start of each new journey so it wouldn't have too much to record. There always seems to be a new agenda every day for motorists to deal with making driving even more stressful.
