So, these criminals wore Police uniforms, and presumably carried Police warrant cards - so the staff assumed they were Police (until it was too late).
So anyone carrying a government issued identity card will be assumed to be the person named on that card.
I think this proves just how valuable a fake "official" identity car really is - and since few places will actually verify any of the data on the cards, the new identity card WILL end up being a boon for criminals.
We've seen it time and time again throughout history - the more official the 'paperwork', the less thinking people do before they accept it.
